Based on information provided by Israel, no fewer than 98 detainees from Palestine have perished while in custody starting from October 2023. A human rights group located in Israel has reported that the actual figure is likely significantly larger, because of many of missing detainees originating in Gaza.

Restricted Israeli data shows that the largest portion of incarcerated Palestinians from Gaza who perished in detention were ordinary citizens, based on a parallel investigation.

During May of 2024, a military intelligence database tracking all combatants in Gaza, a list of in excess of 47,000 named individuals, recorded only 21 casualties in custody. By that point, 65 Gazans from Gaza had lost their lives in jail.

Some deaths in detention have been publicly known, including a middle-aged hospital director who lost his life in detention after a third of a year in custody.

A prisoner held with the individual reported that he was led to the courtyard by correctional officers just prior to his passing, clearly wounded and unclothed from the waist down. His corpse has not been repatriated to Gaza.

Other prisoners who died in Israeli custody are unidentified. Correctional authorities and military supplied analysts with the total of fatalities in confinement, and minimal additional information such as the location where they perished, but excluding the detainees’ identities.

Recognition Difficulties

For 21 instances, mainly detainees from Gaza, investigators were not able to connect the limited information provided by authorities to a fatality documented by rights organisations, either through statements from former inmates or coverage in the press.
