This incident resulted in the temporary shutdown of the CTA tunnel and the T3 parking area.

An additional two individuals have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, as stated by law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

These detentions come after an investigation into an attack at the multi-storey car park at Terminal 3 on Sunday. Before the attack, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A three-year-old girl was among the those hurt during the incident. A total of five individuals went to hospital for treatment and have since been discharged.

Officers arrested a man in his thirties on suspicion of theft and assault close to the scene. He has since been released pending further inquiries as the investigation proceeds.

Authorities were called at about 08:10 GMT after reports came in regarding several individuals hurt by a noxious substance believed to be an irritant spray.

The assault - an event that police said was a standalone incident and not considered an act of terror - resulted in delays to rail services and the partial closure of the main airport tunnel and the T3 parking facility for a short time.
